Using an innovative training program, Onshore is retooling Missouri's rural workforce in advanced technology professions. Rural Outsourcing is America's answer to globalization and the preferred method of containing software development costs, improving technology throughput, and creating American jobs.
The following visualization depicts a governance structure for Rural Technology Centers (RTCs). As seen here, the RTC becomes an extended facility of the client providing Application Development, Integration, Deployment, and Reporting Services.

Workforce Development Approach
On initial hire, Onshore resources are given a behavioral interview that assesses whether or not candidates have the behavioral characteristics necessary to succeed in Onshore's environment. They are then given a Computer Programming Aptitude Battery Test. Those who do well, are entered into a twelve week training program leading to certification as Microsoft-Certified Application Developers or Sun-Certified Java Component Developers. Interestingly, Onshore has productionalized its training program working with State of Missouri to establish 16 Training Centers over the next few years providing Onshore with sufficient scalability to produce hundreds of technologists per year.
In an on-the-job setting, they are then endoctrined into the client's environment using techniques such as pair programming and various team-building processes.
